Editorial ethics
Principles of professional ethics in the activities of the editor-in-chief and publisher.
In his activity the editor-in-chief is responsible for publishing works, which requires observance of the following principles:
in making the decision on publication the editor-in-chief of the scientific journal is guided by the reliability of data presentation and the scientific significance of the work considered;
the editor-in-chief should assess the intellectual content of manuscripts regardless of race, sex, sexual orientation, religious views, origin, citizenship, social status or political preferences of authors;
unpublished data received from manuscripts submitted for consideration should not be used for personal purposes or submitted to third parties without written consent of the author. The information or ideas obtained during editing and related to the possible benefits must be kept confidential and not used for the purpose of personal benefit;
the editor-in-chief should not allow information to be published if there are sufficient grounds to believe that it is a plagiarism;
the editor-in-chief, together with the publisher, should not leave without answer claims concerning the manuscripts or published materials, as well as for the identification of a conflict situation, take all necessary measures to restore the violated rights.
Ethical principles in the activities of the reviewer.
The reviewer carries out the scientific examination of author's materials, as a result of which his actions should be unmoved, which consist in the implementation of the following principles:
the manuscript received for review should be considered as a confidential document that cannot be submitted for review or discussion to third parties who are not authorized to do so by the editorial office;
the reviewer is responsible for giving the regional city an objective and well-reasoned assessment of the results of the study. Personal criticism of the author is unacceptable;
unpublished data received from manuscripts submitted for consideration should not be used by the reviewer for personal purposes;
A reviewer who does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, for example in the case of conflicts of interest with the author or organization, should inform the editorial office of this matter with a request to exclude it from the process of reviewing this manuscript.
Ethical principles, which should be guided by the author of scientific publications.
The author (or a group of authors) realizes that he bears primary responsibility for the novelty and reliability of the results of the scientific research, which provides for observance of the following principles:
authors of the article should provide reliable results of the conducted researches. False or falsified statements are inadmissible;
the authors must ensure that the results of the study, as set out in the supplied manuscript, are completely original. The borrowed fragments or statements must be drawn up with the obligatory indication of the author and the primary source. Excessive borrowing, as well as plagiarism in any form, including unexecuted quotations, rephrasing's or assignment of rights to the results of foreign research, unethical and unacceptable;
it is necessary to recognize the contribution of all persons who in one way or another influenced the course of the research, in particular, in the article should be presented references to works which were important in conducting the research;
the authors should not submit to the electronic scientific publication a manuscript which was sent to another edition and is under consideration, as well as an article published earlier in another journal;
co-authors of the article should be specified all persons who have made a significant contribution to the research. Among the co-authors it is inadmissible to indicate persons who did not participate in the research;
if the author finds significant errors or inaccuracies in the article at the stage of its consideration or after its publication, he should inform the editorial office of the electronic scientific publication as soon as possible.
