GROWTH POLES THEORY AND TRANSFORMATIONAL RECONSTRUCTION STRATEGY: THE EXPERIENCE OF FRANCE

Abstract

Introduction. The theory of growth poles of the representative of sociological institutionalism F. Perroux was laid down as the basis of the state economic policy of France, which was carried out with the aim of transformational reconstruction after World War II. The modern economy of Ukraine has characteristics that indicate the need for technological renewal and structural reforms, which should be taken into account when solving the tasks of post-war reconstruction. The study of the historical experience of implementing effective mechanisms for post-war reconstruction of the economy is relevant and can be useful for forming a recovery strategy.

Materials and methods. The following methods were used for the research: analysis, synthesis, systematization, generalization, comparison, etc. The theoretical basis of the research was the scientific works of Ukrainian and foreign scientists.

Results and discussion. The article reveals the main provisions of the theory of growth poles by F. Perroux and shows their application in the practice of state regulation of the economy. It is determined that the constituent elements of the economic policy of dirigisme and the industrial imperative in France in the late 1940s - 1960s were nationalization, indicative planning, direct investment in production. These components ensured industrial and technological modernization and an increase in the level of economic development of the country. The special importance of state investment in strategic industries is emphasized. The stimulating role of the state in the monopolistic centralization of industrial production is shown. The mechanisms of coordination of the interests of the state, society and business in the process of indicative planning are revealed.

Conclusions. Structural transformation and reforms can be effectively implemented on the basis of a strong role of the state in the economy, as evidenced by the historical experience of France. State support and investment in high-tech industries is a necessary component of post-war recovery on the basis of building a modernized, technologically and technically advanced national economy, rather than recreating the pre-war structure of the economy with its flaws.

The development of national corporations under effective state policy can become one of the efficient tools for rebuilding the Ukrainian economy on the basis of supporting high-tech industries.

The implementation of indicative planning contributed to the coordination of interests of various economic actors and their motivation to achieve the defined goals. Formulating the tasks of post-war reconstruction in Ukraine and involving a wide range of economic actors in their implementation can be carried out taking into account the French experience.
