LOGICAL AND METHODOLOGICAL REQUIREMENTS TO GOAL SETTING IN STRATEGIC PLANNING OF INDUSTRIAL DEVELOPMENT

Abstract

Introduction. The setting of goals in national and sectoral level strategic documents is increasingly affected by the growth of global instability, which stipulates both their compliance with the strategic priorities of industrial development, and the practical aspects of their implementation – the development of an action plan and the effectiveness of the applied tools of industrial policy. The purpose of the article is to determine the logical and methodological requirements for setting goals and objectives in strategic documents of industrial development in growing uncertainty of the external environment.

Materials and methods. Both general scientific methods as analysis and synthesis, induction and deduction, generalization and comparison, terminological analysis, and special methods of economic science – positive and normative, system-structural analysis and synthesis are used in the research.

Results and discussion. Setting goals in industrial development strategies is logically connected with other sections and refined due to results of SWOT or PESTLE analysis. Ensuring their specificity, measurability and attainability is carried out on the basis of using one of the methods of formulating lower-order goals – SMART and others. The set of accompanying questions, which are given in the study and which are asked to formulate the goal, allow to carry out its decomposition and facilitate the understanding of the strategic aspirations of the state for a wide range of users of state documents, increase the accountability of the authorities in the use of resources for industrial development. Content-logical and heuristic requirements for strategic goal setting in the formation of documents on industrial development include deductive reasoning, non-contradiction, meaningful coherence, unambiguous direction, as well as capacity, predictability, controllability and compromise.

Conclusions. Governments of the countries facing the global instability and seeking to accelerate industrial development need more thorough strategic planning, and clear and realistic goal setting. In this regard, a number of requirements are put forward to them – from general methodological ones, which are focused on content-logical, heuristic criteria for goal setting, as well as on the linkages of goals with economic problem assessments and priorities of industrial development, to special ones related to formulation of the goal, in particular, the SMART method, which also allows for its decomposition.
