IMPLEMENTATION OF EUROPEAN PRINCIPLES IN STRATEGIC PLANNING OF POST-WAR RECOVERY OF UKRAINE

Introduction. The article defines the most important strategic planning principles of economic development in the EU and justification of the possibility of their implementation for the post-war recovery of Ukraine. Features are characterized and objects of influence (intervention) in the process of post-war reconstruction are determined. Obstacles to synchronizing strategic planning in Ukraine with European principles in conditions of military operations have been identified. Ways of consolidation with the European agenda have been determined, namely strengthening of cooperation in the field of green economy: decarbonization, waste management; digital development: cyber security; capacity building and acquisition of digital skills; harmonization of industrial policy, creation of alliances and promotion of international cooperation.
Materials and methods. The goal of the article was achieved using the following methods: system analysis, content analysis, methods of scientific generalization, induction and deduction. Scientific publications and reports of international organizations in the relevant fields, normative legal acts, in particular regulations, work programs and documents of the European Commission, draft plans for the recovery of Ukraine, scientific works of foreign and Ukrainian researchers were used.
Results and discussion. The article argues that the implementation of European principles of socio-economic development is a strategic goal of Ukraine, which, despite the most severe war challenge for its independence, freedom and national identity, continues to implement the necessary reforms for joining the EU. The authors identify the key areas of influence of strategic planning for economic recovery, such as cessation of hostilities, restoration of physical infrastructure and facilities, restoration of social services, creation of appropriate conditions for development of private sector, and implementation of important structural reforms for macroeconomic stability and sustainable growth. Attracting funds from the international community in these areas of recovery requires clear strategic planning of social and economic development in compliance with European principles. With these principles, the authors defined acceleration of transition to green (European Green Deal) and digital (Digital Europe 2030) technologies and strengthening of strategic autonomy.
Conclusions. Success of Ukraine's post-war recovery depends on strengthening the national security of the state, which is able to perform its main functions, especially security, law and order, provision of public services and revenue mobilization. It is obvious that the sequence of economic policies and reforms, timing of their implementation, are key to speeding up the recovery process, and growth of trust of international partners depends on implementation of the European principles of agenda in the strategic documents and the fulfillment of the commitments undertaken by Ukraine.
