Abstract

Introduction. Water transport is a strategically important sector in Ukraine, contributing to economic development by facilitating international trade and foreign economic relations. Assessing the necessity of water transportation for the national economy is a multifaceted process within the business environment, encompassing port capacities aimed at enhancing efficiency, ensuring competitiveness, and addressing economic development issues in Ukraine. Evaluation methodologies range from traditional economic paradigms to modern innovative systems. The primary aim of this research is to develop a methodology for assessing the capacities of Ukrainian ports in the complex conditions of the contemporary business environment.

Materials and Methods. The article presents the results of analyzing the scientific principles underlying the assessment of port capacities in meeting the needs of the national economy and the business environment. Methodological foundations for evaluation encompass both primary and ancillary components and indicators, meticulously considering the peculiarities of water transportation and the specificity of its infrastructure. The evaluation process is divided into two distinct stages: analyzing the needs of the national economy and assessing port infrastructure capacities.

Results and discussion. The methodology for assessing port infrastructure capacities consists of several key stages: characterization of port infrastructure capacity, analysis of infrastructure (logistics), and development plans for enterprises in ports. This comprehensive methodology aims to assist ports in effectively utilizing their resources, adapting to changes in trade flows, and minimizing negative environmental impact while ensuring quality service for vessels and cargo. This aids in identifying vulnerabilities in water transportation that require attention and improvement, as well as revealing existing prospects for rational utilization.

Conclusion. Assessing the capacities of port infrastructure is essential for optimizing resource utilization, planning infrastructure investments, enhancing port competitiveness, risk management, and ensuring sustainable development. The development of Ukraine's water transportation is a key factor in the country's economic growth and stability.
